The Charlotte P.D. was working day and night, covering 388 cases between only six detectives. Despite the lack of sleep, Garry turned to the community for answers. Connecting and teaching the Charlotte youth about the dangers of joining a gang instead of just locking up everyone he could. He not only ingratiated himself with the inner city youth, but also with the families of victims to gang violence – who saw the good work he was doing and began to trust him. In 1980, beautiful Gina Renee Hall, a Radford University freshman, went to a Virginia Tech nightclub on a Saturday night. She was never seen again. Her abandoned car was found parked beneath a railroad trestle bridging the New River, with blood in the trunk. The investigation led police to a secluded cabin on Claytor Lake, where there was evidence of a violent attack. Former Virginia Tech football player Stephen Epperly was charged with murder, despite the fact that Gina’s body was never found. She was second young victim, and the seventh overall attributed to The Boston Strangler. But there were some who weren't so sure Bissette was a victim of THE Strangler. There was legitimate suspicion that Bissette’s boss—a married man with a motive for keeping his affair with Bissette quiet—had killed her.
