Will Javier Milei Succeed in Argentina? Mark Klugmann is a policy reforms strategist with four decades of experience advising political leaders in the United States and Latin America. Klugmann has advised seven presidents in Latin America and has helped their governments to design and win approval of multiple financial, regulatory, and infrastructure reforms. In the White House, he was a speech writer to presidents Ronald Reagan and George H.W. Bush, and he also served as assistant director of the White House Outreach Working Group on Central America. Klugmann is the originator of the reform praxis methodology that accomplishes difficult reforms. The methodology integrates economics, politics, communications, strategy, and management.
