Covenants, Conditions & Restrictions. Also referred to as CC&R's CC&R’s are designed to create an enjoyable living standard for homeowners and neighborhoods.  The purpose of restrictive covenants, how they affect property value, the conditions of a covenant, will be discussed in this episode.  As a Real Estate Broker, I ask that you seek legal council if you plan to enforce a restrictive covenant on a neighbor or attempt to remove a covenant from your property. New CC&R's may be drawn up by an owner or attorney and filed in the local Deeds and Records Division of your City or County.
