A critical incident has been declared in the Shetland region as thousands of homes are without power in the winter. Temperature levels have dropped down further and 3,800 homes don't have power or heating to handle the severe weather. The Scottish Government is working to get these households back on the grid but warns this may not be possible until the end of the week.
