Connecticut state Rep. Anthony Guerrera, co-chair of the legislature's transportation committee, says a bill that passed in the committee on Thursday, does not create tolls in the state.  A major advocate for tolls, Guerrera stated to Dan Lovallo and Brad Davis that the bill only authorizes a study of a toll plan for Connecticut.
